Survey #13: Halloween 2023: Violence & Vandalism

20% of the responses to the survey came from the subdivision's Phase 1; 60% from Phase 2; and 20% came from Phase 3

20% heard the news about the violence on Halloween via th PualaniPono website, and 80% heard it from other sources (e.g. "Social media/newspaper/on-line/email or phone call from others, etc.)

At least 90% felt they were not aware of any vandalism in their neighborhoods.

10% of responders were renters and 90% were homeowners.

"I agree with the suggestion to engage police officers to patrol the park and nearby streets on Halloween."

"I did notice a significant amount of older kids this year."

"Some teenagers stole a large plastic light up pumpkin decoration from a person's house and began kicking it up and down the street. We use to love to participate by handing out candy and watching kids in cute costumes. It's so sad that it ended this way. We're not sure if we want to participate with this event going forward. One teenager walked up to our table we had set up in our driveway and said give me some [expletive] candy. What the heck happened?"

"How can we prevent this from happening again....??? More police presence? (under cover?) It's gotten out of hand. It appears Pualani is being the go to subdivision for Halloween. Kealakehe residents indicated that they no longer have kids trick or treating in their neighborhood. Other neighborhoods have reported the same..."

"My household normally does not participate in the Trick or Treat event. What we do is have little kids come to our house early to avoid the older teens and young adults that come. The parents and little kids cause no problems but the bigger kids come for the party atmosphere which is generally also good clean fun."

"How could we know who will cause trouble as happened in the park. It's unfortunate that it gets attributed to our event. People come from all over West Hawai'i, from Ocean View, Kohala, Waikoloa, and of course Kona area for Trick or Treating at Pualani Estates. It's kind of charming to be known as a safe and community friendly neighborhood. I don't think we want to lose that. It might me good to get some assistance from the Police Department to have one or two officers in or near the neighborhood. Maybe they could even be in a ready, just in case location in the Park area."

"I think we could make a strong and credible case that we need that. It would be no different than the county providing a little more coverage anywhere else they know that large numbers of people are gatherings. If they won't do that, again I think they would, we could ask them to ask for off-duty volunteers to be available to us and then worst case pay some rate for off-duty or retired officers to be here. That would be an arrangement much as we do for large funerals here for traffic control.

I don't think we want to ignore the incident and we do want residents, visitors, and yes Trick or Treaters young little ones and even the good teens to have a positive experience when they are in our neighborhood.

A lot to think about to be sure. At least, technically, the stabbing was NOT in the neighborhood per se but rather the County Park. That might also help in making the case for Officers here for the neighborhood but posted there in the Park.

Happy to help think this through with you if you decide to have a little committee on community events and involvement. We still need to work on spreading more Aloha within Pualani and to our Community outside of our neighborhood. We do not want to be seen as a neighborhood of rigid, bossy, nosey, out of touch Mainland transplants. There has been a perception of that in the past that lingers but we have ever[y] opportunity to be and be seen differently going forward. There are still a lot of old time Kona families with a presence here. We can lean into some perspectives with all of our multicultural members. Frankly Aloha and basic respect for relationships, behavior, and decorum has no racial, ethnic, or cultural boundaries.

We have assumed the parties involved in violence were NOT from our neighborhood. If we learn that for sure that would be an important aspect to spool out to folks. If we had violence or disputes like this among neighbors over avoidable or petty things that would be a whole different story. That would assuredly reflect poorly on Pualani.

"I asked for police presence and was told this was a big night for vandalism and HPD midst didn't have the resources to accommodate our subdivision but told me we could rent a cop. Board opted not to fund this. By the way, I am our Districts Police Commissioner.. Lot of good that did/does. RIDICULOUS! "

At the annual HOA meeting held March 23, 2022 the Pualani Ohana slate of candidates were elected to the board.

QUESTION #01 COMMENTS:

Where did these numbers come from? As a homeowner I believe I have received this info to a greater level of detail meaning someone combed through and pulled out costs to create this (very readable) synopsis. Is that person responsible to us, the board, Hawaiiana, Ms. Wunschel, ???

Seem to be pretty straightforward. I am curious about the costs related to litigation. How many individual homeowners were a party to these?

The current board is doing nothing positive. They seem to be spending the community money like it's theirs. Shouldn't they have to be accountable for that to the Pualani community since it was our dues.

Why isn't there any transparency? Why do we have to pay to see itemized financial records?

It seems like weak leaders have handed off much of their thinking work to professionals instead of taking the time and mental ability to make decisions on their own research and experience.

Board has lost their way and homeowners confidence. Stop spending our money for unnecessary legal services and start solving problems by communication and hooponopono

Opinions regarding finances are short sighted, self-serving and not well thought out.

We had plenty of money for many years. The current people running the board do not seem to completely understand how important it is to take care of funds and not just spend with their pet projects or vendors.The report we just got looks like they have spent a lot in areas that were never issues before. When did we lose our sense of community, of ohana? These mainland refugees seem to have a mean spirit in dealing with good and normal people. We should have a say in how our funds are spent and that hasn't happened with this group.

Why are we spending so much of our money to attack other neighbors?

QUESTION 02 COMMENTS:

I like that we have an active contingent of people looking to get involved. However, I also wish these people were more open minded about solutions rather than coming in already decided about how to 'fix' everything.

Terrible what they did.

What is the board's explanation? I heard most of them aren't running again!

The majority of the board memebers needs to be replace. They are self serving and do not have the interest of the community (Ho'Okupu) as a whole.

This definitely should happen. It appears only one member rightly earned a seat. Why were the community votes and voices voided by the "winners"? That's not how things should happen. It is very sad and very wrong, we don't allow our children to behave so badly.

They should've accepted the ballots from last year with wrong date even if it meant they would be voted out. It was a empty win on their part.

Most board members lack aloha and their behavior of attacking homeowners and my way or the highway is unacceptable.

There need to be some changes that is for sure. There is a lack of communication, responsibility and consistently. I am also of the opinion that hawiiana needs to be replaced. They are awful with lack of response and lack of consistency as well. If they are kept and we continue to only do quarterly reviews there needs to be a review in the daylight and again at night. There also had to be a better way for homeowners to learn about the board members. If you work full time it is impossible to attend meetings.

The prior election was really fixed. The people that got in did not follow the will of the people and did not let anyone really speak. It was completely awful. They should never have been allowed to just take the board. They don't even represent our community in ways that have always mattered to residents.

It is important to uphold the CC&R's and ByLaws with common sense, a sense of Ohana, integrity, honesty and no hidden agendas.

SURVEY #9 - KV3 Royal Vistas Housing Project (formerly "Kona Village") (9/2020) SURVEY RESULTSSeptember 2020

Over ninety % (90%) said they were concerned about (1) the impact on Pualani Estates, (2) increased traffic, (3) break-through roads through Pualani Estates, (4) increase in noise levels, and (5) loss of archeological and historical features on the land.

Eighty-four % (84%) said existing schools in the area would not be able to absorb the increased student population

Seventy-six % (76%) said there will be a loss of animal/wildlife hibatat in the area

Seventy-four % (74%) said they would like more information on the Royal Vistas housing project.

Comments From The Survey:

"The traffic study submitted by the developer is incomplete because it fails to acknowledge the potential traffic from the Suffolk and Pua`a applications being considered by the Planning Department. "

"Roads connecting from Pualiano (Pualani?) Estate to "Royal Vistas" will definitely impact neighborhood quality of life, and noise levels for many blocks surrounding! "Royal Vistas" will needs its own direct & controlled access to the Queen K. (Ka`ahumanu Highway)"

"If road access goes thru Pualani others won't be held to Association rules, pay dues, care about the area, leave trash, auto break ins or rear end parked cars due to narrow streets, etc...."

"This is so important for pualani,hope we have plans to stop this."

"I'm also concerned whether or not our infrastructure can support addditional housing, (ie. water, sewage, road ways)."

"The developer's traffic study is inaccurate and insufficient because it doesn't mention the traffic that would be generated if the Suffolk and Puaa applications also before the Planning Department are approved."

It's exceedingly annoying when they don't exist. Schools are a concern but the school system has been adapting to increased populations for 75 years, so I have confidence it'll work itself out. Wildlife and archaeological relics need to be preserved without exception, but the land needs to be used. "Historical features" is vague, but if it means simply preservation of the terrain then I don't really understand the desire. The terrain changes constantly naturally."

"Encouraging kids to participate in organized Halloween events at local shopping centers and with clubs. This year might be challenging for our neighborhood in that many will not want to answer their door for the normal mass of kids that come around. Hopefully the virus will diminish soon and we can get back to normal."

There are a lot of issues and too many abusive and mean things that have happened here with fines and new rules we did not know about. We are concerned that the board is not really a mirror of who lives here. Many want to leave because of this... It's sad we just want a peaceful life and our ohana to feel respected."
